Removing wallpaper is one decision. Refinishing the wall is another.
A Colorado Springs interior proposal separated wallpaper removal, painting and the decision to add skim coating or texture.

The starting point
Different rooms, different preparation.
This proposal covered a laundry room and two bedrooms in Colorado Springs 80907. Wallpaper removal was listed for the laundry room and one bedroom, with painting described in separate room entries.
The painting entries named walls, ceilings and baseboards. Separating removal from painting made it easier to see which surfaces and preparation steps belonged in each part of the plan.
The documented distinction
Removal did not include a full resurfacing plan.
Both wallpaper-removal entries specifically excluded skim coating and texture. Taking down wallpaper therefore did not automatically authorize a different wall finish throughout the room.
The laundry-room entry added a narrower provision: if skim coating and texture were not requested, minor repairs necessary before painting would be included. That statement applied to the laundry-room item; it should not be read as a blanket promise for every room.
The Carroll approach
Resolve the finish expectation before the work starts.
This estimate made a useful boundary visible. Wallpaper removal, localized preparation and a full skim-coat or texture treatment are decisions to discuss individually, rather than leave hidden inside the word painting.
The proposal also described protecting floors and furniture, preparing surfaces, organizing materials and cleaning up daily. Those steps were part of the proposed working plan, not evidence that the project had already been completed.
